Charles was born September 5, 1940 to Roy Lee and Elsie Mae Watson. Charles was a 1958 graduate of Knightdale High School. After graduation he joined the US Navy. After returning home from the Navy, Charles joined the Raleigh Police Department. Charles held many positions while employed at the department. Charles retired in 1988, as Lieutenant of major crimes. Charles was an avid hunter and love playing fast pitch softball.
